Order of the Acting Minister of Industry and Infrastructure Development of the Republic of KazakhstanDated March 30, 2020, No. 169 Registered with the Ministry of Justice of the Republic of Kazakhstan on April 6, 2020, No. 20315In accordance with subparagraph 16-2) of Article 2 of the Law of the Republic of Kazakhstan "On Housing Relations" dated April 16, 1997, I HEREBY ORDER:
- To approve the attached Qualification Requirements for a Multi-Apartment Residential Building Manager.
- The Committee for Construction and Housing and Utilities of the Ministry of Industry and Infrastructure Development of the Republic of Kazakhstan shall ensure, in the manner prescribed by law:
- state registration of this order with the Ministry of Justice of the Republic of Kazakhstan;
- placement of this order on the internet resource of the Ministry of Industry and Infrastructure Development of the Republic of Kazakhstan.
- To place control over the execution of this order on the supervising vice-minister of industry and infrastructure development of the Republic of Kazakhstan.
- This order shall be enforced ten calendar days after the day of its first official publication.

- These Qualification Requirements are applicable to a multi-apartment residential building manager and include the following:
- Higher or postgraduate education in the following specialties: law (jurisprudence, international law), or social sciences, economics, and business (sociology, political science, economics, management, accounting and auditing, finance, public and local administration), or humanities (international relations, history, culturology, philology), or technical sciences and technologies;
- Work experience in a managerial position in an organization for at least five years, or work experience in the field of condominium property maintenance or the housing and utilities sector for at least three years;
- Knowledge of the current legislation of the Republic of Kazakhstan (the Civil Code of the Republic of Kazakhstan of December 27, 1994, the Civil Code of the Republic of Kazakhstan (Special Part) of July 1, 1999, the Code of the Republic of Kazakhstan on Administrative Offenses of July 5, 2014, the Labor Code of the Republic of Kazakhstan of November 23, 2015, the Laws of the Republic of Kazakhstan "On Housing Relations" of April 16, 1997, "On Natural Monopolies" of December 27, 2018, "On Architectural, Urban Planning, and Construction Activities in the Republic of Kazakhstan" of July 16, 2001, and other normative legal acts of the Republic of Kazakhstan and acts of state bodies regulating production, economic, financial, and housing and communal activities);
- Having skills in making and implementing management decisions, work planning and control, conducting business negotiations, public speaking, analyzing and forecasting the consequences of management decisions, organizing work to interact with state bodies and utility providers, practical application of normative legal acts, developing organizational and administrative documents, working with official documents, and using computer and other office equipment;
- Having completed training or self-study and received a document confirming the qualification to perform condominium property management functions, issued by an accredited organization in the field of conformity assessment or in centers that provide independent certification of specialists' qualifications.
