The Association of Legal Entities "National Association of Cooperatives and Other Forms of Economic Communities of the Republic of Kazakhstan", the Fund for the Development of Parliamentarism in Kazakhstan, and the "National Anti-Corruption Network" of the Fund for the Development of Parliamentarism in Kazakhstan held a roundtable dedicated to the development of a transparent cooperative movement and the fight against financial pyramids.
On July 3, 2025, the National Association of Cooperatives and Other Forms of Economic Communities of the Republic of Kazakhstan, the Fund for the Development of Parliamentarism in Kazakhstan, and the "National Anti-Corruption Network" of the Fund for the Development of Parliamentarism in Kazakhstan held a roundtable.

The event, dedicated to the development of a transparent cooperative movement and the fight against financial pyramids, took place in Astana at the Sheraton Astana Hotel in both offline and online formats.
The goal of the roundtable was to create a clear understanding of the differences between bona fide consumer cooperatives, which operate in accordance with the laws of the Republic of Kazakhstan, and financial pyramids that disguise themselves as cooperatives.

The event was also aimed at creating favorable conditions for the sustainable development of legitimate cooperatives and strengthening collaboration with government agencies in the fight against financial pyramids.
The event was held as part of the roadmap to combat financial pyramids in the Republic of Kazakhstan and aligns with the NAC's events for 2025, which the United Nations has proclaimed the Year of Cooperatives.

Special attention will be given to the recognition by international development institutions of the important role of cooperatives in combating poverty, which is consistent with the UN Sustainable Development Goals (SDG 1: No Poverty). Cooperatives are seen as a crucial tool for providing access to resources, improving well-being, creating jobs, and reducing the risk of falling below the poverty line.

A key event of the roundtable was the signing of the "Declaration of Transparent Cooperatives."
This Declaration involves the voluntary adoption by cooperatives of the rules and standards set by the Self-Regulatory Organization—the Association of Legal Entities "National Association of Cooperatives and Other Forms of Economic Communities of the Republic of Kazakhstan"—all of which are aimed at preventing financial pyramids.

The Declaration is intended to ensure maximum transparency and protection of the rights of cooperative members. It will also serve as a mechanism for preventing offenses and as a sign of a cooperative's integrity.

The organizers believe that signing this Declaration will also free up the resources of investigative and law enforcement agencies to fight actual financial pyramids. This is because all signatory cooperatives are ready to provide their internal operations, financial transactions, and member count in an accessible and transparent format for continuous monitoring. This approach does not require additional sanctions from government bodies and is not dependent on member complaints.
